Laptop Mouse Issue

I am currently having an issue with a Toshiba Tecra Laptop.

The mouse seems to have a mind of its own, the courser will slowly start moving across the screen when you're not touching it. It is an intermitent issue and can happen when you plug an external mouse into it.

Anyone have any issues what this may be or how i could go about troubleshooting it?

I've got a pair of Dell laptops that do the same thing when usiung a low-end mouse. Can't say why, but we replaced the mouse with a better one and it quit. Most problems came when using those cheap micro-sized mice.
