Can you connect a Wand TV USB TV tuner to a cable box?

OK I am buying a Wand TV USB tuner from ebay....but I have read that it is for an antennae...WHICH I DO NOT HAVE, but was wondering if you can connect a cable that goes to a regular cable box to this tuner?

Zip 100 internal drive and a generic 3.5 floppy drive. Windows XP Professional Operating System. I also have a HP Deskjet 3520 inkjet printer and a KDS X Flat 17 inch CRT monitor.
