how do you install winn/me on a dell puter i can't get it to start up with a start up disk

by startup disk do you mean a bootable floppy or CD? or that weird disk Dell sends out with all of their PCs?

installing windows on a dell is just like installing it on any other PC: format the HDD, boot off the CD and install your flavor. But I will have to caution you against installing winME, aka M$'s MistakE. Win98, win2k, or WinXP would be a much better choice.

Have you tried checking your bios settings to make sure that your computer boots from the cd-rom drive before the hard drive.

Also some bios's have an option to disable booting from cd's (for security reasons) make sure that is disabled.
