Windows XP SP2 wallpaper lock

I would really appreciate if anyone could tell me how to lock my current wallpaper so that it cannot be changed.
Not as if i'm the administrator and I want to lock the other users wallpaper, but simply total lock.

Also i'd like to remove my recycling bin from the desktop, how do I do that?

TweakUI will allow you to remove the recycle bin from the desktop but I don't know offhand about your wallpaper question so I'll leave that one to someone else.

you can lock the wallpaper (and nearly everything) in gpedit.msc (type into Run). but that's assuming you are running pro and not home
