Modding windows

Ok, I don't think what i'd like to do is possible but if it was does anyone have a clue on where I could look to start doing this? I found a picture of a joke, of windows for aussies(can be found below). I'd like to try and make a decent "windaz" for aussies. I'd be custimizing XP, instead of 2k......

Like i said above, this might not be do-able. but if anyone has any suggestions could ya let me know?

Edit, nm...I found a program called ResHacker which lets me do exactly what I want....all I had to do was a little bit more googling.

Check out Window Blinds and using Blackbox WM in Windows. You can in effect replace explorer.exe and wrapper shell32.dll and change the appearance of windows.
