Small top buttons?

Before getting my new hard drive I found a tweak guide that showed how to make the X and _ buttons at the top right of each window (close and minimize) much smaller than they regularly are. because I reinstalled winXP, they are back to their old monstrously big size. Anyone know the command?

I believe if you resize the active and inactive title bars you should be able to achieve that effect.
