I thought Windows XP had a scanner and Camera program built into it. I always use to use it but now that I formatted and reinstalled, the program is not located under accessories anymore.

if you used to use them may be XP didn't recognize them this time.
go to Control Panel --> Printers and other hardware --> Scanners and Cameras.
in the right had side pane under "Imaging tasks" click on "Add an imaging device" and then follow the wizard. This will install your camera and scanner and will also provide you with essential software!
Remember to keep your scanner and camera switched on! I would advise that you install one device at a time!
You can also you the disk that you might have got with your scanner and camera.
