New install of Z68 Extreme 4 - two problems

First problem: The two USB ports on the front panel (i.e. the ports using the Light Blue header) do not work. The Device manager shows a Code 28 "Driver not installed" for these ports.

Second problem: The initial splash screen is usually absent when I restart the system. Numerous restarts are required to reach the BIOS.
