Z68 Fatality Pro CPU Clocks down

I have been having a problem when I run Prime95 or IBT. As soon as I start my clock speed drops from 4.8Ghz to 4.1 or 4.2Ghz.
I'm running a i5-2500k on the Z68 Fatality Pro board.
I have shut off all thermal protections, Speedstep and turbo but it will still clock down when running these test.

Any idea what I missed?

Setting the turbo boost power limit (both short & long duration to 180 (short) and 140 (long)) fixed it for him and me as well. My internal speedstep was on by default.
