Problem booting ASRock AD2550B = ITX motherboard

Hello I have a SOTM PCI USB card installed in a AD2550B -ITX motherboard. I am using the Pico PSU 150 XT 12V 24 pin High Power power supply to run Windows 7 Ultimate 64 bit operating software. As I am using the system as a music player only it is of minimalist design. The only other component of note is a Microcenter 120GB SATA !! 3.0GB solid state drive The power requirement for compontnts in the system are as follows:-
Mother Board 12V
SSD 5V
SOTM PCI 3.3V

The problem! The system boot up fine when the SOTM PCI card is uninstalled. The system will not boot with the PCI card installed.

I will be thankful for any assistance given.
