Installed RAM much higher than usable RAM

Hey

as it says 8GB Ram are installed, and only 3.86 are usable. I've tried swapping them out, my windows version is 64 Bit, motherboard is ASRock 960GM-VGS3 FX.
(also, the processor speed used to be 4.21, but now it's saying 3.61)

try setting the BIOS to default settings. if that doesn't help try installing another version of windows (another source).ULTIMATE preferably and x64 mandatory.
