Fatal1ty Z87 Killer - Video card not detected in PCIE-2 slot

Running bios v1.10. Have a XFX R9 280x that works in PCIE-5 but not PCIE-2. Have two of the same cards which exhibit the same issue when going into slot PCIE-2.
Tried an older card in PCIE-2 and that worked ok. Changed the slot speed from Auto to gen1,2,3 and no change.

Someone on newegg mentioned a beta bios L1.20 but don't see it for download anywhere on the asrock website.
