I'd like to put a PCIe x2 or x4 SATA controller in the PCIe 2.0 (acting as x4) slot. Is this supported or is the slot limited to graphics controllers?

Bill, to be straight up honest with you it's hit and miss.
Speaking of PCIe x2, I have used a PCIe x2 slot card that has seemingly worked rather well regardless motherboard or slot used. Syba SI-PEX40057 RAID Controller, though I've only used them for non-Raid usage. Of course, YMMV.#1 - Please, when seeking help, enter the make and model of ALL parts that your system is comprised of in your Signature, or at least the model #'s in your System Specs, then "Save' it.

#2 - Consider your PSU to be the foundation from which all else is built upon. Anything built upon a weak foundation is poorly built.

I agree with wardog, you simply must try it to be certain.
What might work in your favor is the second PCI-E x 16 slot (PCIE4) is a PCI-E 2.0 interface, while the first PCI-E x 16 slot (PCIE2) is PCI-E 3.0. PCI-E 3.0 support is on the CPU itself, while PCI-E 2.0 is on the B85 chipset.
So those two slots are on separate PCI-E interfaces, and are more likely to be independent of each other, and PCIE4 usable for more than simply video.
