This morning I played around with the 'final' F32 bios on my X570 Elite, when it became available.
I can't comment on the USB problems, since i've never had one with any bios (and besides, i always keep PCIE to gen3 anyway, since i don't have any PCIE4 hardware, which as far as i remember was one way to avoid USB randomly disconnecting)
In terms of stability, I haven't noticed any meaningful change: my system will still be unstable in the same conditions as with F31 (the classic random resets when voltage gets too low on light loads)
PBO max boost is the same, Curve Optimizer the same and IF still won't boot past 1867 (no matter the settings).
The most noticeable thing for me -compared to F31- is the average temperature going up (again) at stock settings (default voltages/no pbo/no curve optimizer)
Once tweaked with my personal settings, I still get higher temperature on both idle and full load, nothing to be scared about, but consistently 5-6C higher than F31 for no actual noticeable gain in performance or stability.
To summarize: I'm back to F31 and back to waiting for a proper 1.1.9.0 or even 1.2.0.0 bios ;)

Any updates on the TRX40 BIOSes ?
The latest one provided for TRX40 Aorus Extreme (f4n) even though I have enabled the above 4G decoding and also disabled CSM completely still doesn't show resizable BAR...
Have gone even that far and analysed it with the UEFItool...

If you read the last 15 pages or so you'd understand what was going on.
The bios devs aren't going to list out every change they made to the bios. A generic "improved usb stability" and "improved system stability" is all you are going to get.

I have a Z390 Master with BIOS F11n now installed. I activated the Re-Size Bar. What makes this feature only accessible to the Nvidia 3xxx series of cards? I have a 2080 Ti. the drivers are scheduled for the end of February with the release of the 3060.
I don't know if the 2000 series supports that function. I think not
