UD3P detecting wrong speed for Q9650

Just got my UD3P up and running. I have a Core 2 quad Q9650 (3GHZ)

The default speed is coming up 2.83, bios is @ default setting:









Windows has it wrong as well, I checked and made sure I have the latest bios. This is the 1.1 board.

Set the fine clock control to 0 then set the CPU clock ratio to 9 and you should be running at 3.0GHz.
