After a bit of trouble shooting it seems my QPI is sputtering out around 7.2. I've got QPI VTT @ 1.4 and 7.2 is fine.
I've tried upping my QPI VTT to 1.5, but it doesn't seem to help matter.
At about 7.4 it posts, but has trouble detecting drives with AHCI.
Above 7.4 it's a total no post.
This of course is all in relation to getting more bclk, because with x36 @ 200 bclk we get our 7.2 for QPI, my proc seems to have more legs as it's completely stable with turbo mode on(4.2ghz) at 1.35v with max temps at 75c so I feel like there is some head room there if I can get the QPI stable.
