        As for the mempry (post #2).
        MCH Core may be too low, try 1.2-1.26v
        If it's specs 2.2-2.4v try increasing DRAM Voltage up to 2.4v
        if memory multiplier 2.66D doesn't work try 2.66C, 2.40B, 2.50A.
        Try Driving Strength 800/1066/1200 for both channels.
        Set both channels Static tRead Value 10, lower it later.
        CPU Termination seems OK but you may try 1.22-1.24v.

        No need for so many runs of IBT but set to max stress level, 10-20 runs.
        Run Prime95/Orthos blend torture for 8+ hours, it might find problems that are not found with IBT.

          I would explorer CPU/MCH Reference options to lower VTT, usually recommended to be kept lower than Vcore.

          MCH Core a bit high too. Make sure you have sufficient airflow around the NB. How are core temps?
          Static tRead Value has major effect on memory performance (lower is better), check it's actual applied value with MemSet.

            64c for IBT with 4GHz are cool, GFlops look good too.
            tRFC 62 is just scale up from 52@400MHz that match 475Mhz (475/400x52=~62), you may try to lower it if you wish and if there's performance gain doing it, 46-56 are likely to be possible at this frequency.
            Note that in MemSet Performence Level(Static tRead Value in BIOS, a.k.a tRD) is 0. This have most significant effect on performance. Try setting it to the lowest value possible (that is not zero), 9 or 10 should be possible. Like with everything else tweaked it's best to run some benchmarks not go by the numbers in BIOS alone. Everest has built in memory benchmark, or you can use
            Have you ran Prime95/Orhtos/OCCT as well? IBT alone may not be sufficient for stability test.

              The only changes if I use 4.0 and not 4.3 is CPU Vcore down to 1.36250 and these setups both seem to be stable for me.
