i got windows seven ultimate
thnx any ways if u got any suggestions to improve my system better and faster any settings plz let me know

The CPU throttle it's speed and voltage down while not under load to save energy.
If you leave CPU-Z open when running MaxxMEM (or any other CPU consuming software) you will see the speed go up to 3GHz.
If you disable C1E and EIST in Advanced BIOS Features it will always run at 3GHz.

Your CPU may be overclocked a bit with stock cooler, maybe 3.2GHz, and up to 3.6-.3.7GHz with aftermarket CPU cooler.
The P43 chipset FSB limit is aroung 420MHz so 3.78GHz is about as high you can go.
