Without knowing every little trick in the book that you tried, I suspect that your power supply might be the problem.
Can you test with another power supply?

Profjim, thanks. The board is out of its case. Three different power supplies, many different sticks of memory and different manufacturers and three different video cards, PCIE in PCI. It made absolutely no difference when using different components, always the same exact thing. I froze the board once to see if it made any difference and it did. It restarted about five times before the loop started up again. This leads me to believe there is a flaky component that when it gets warm it interferes with a boot process and that's my question, what component would stop the boot process outside of the bios?

Try booting with a minimal hardware setup:
PS/2 keyboard, video card, no mouse, no add-in cards, no drives and no usb devices.
Also try booting with no memory and no video card to see if you get post error beep codes from the case speaker.
In a recent thread: http://forums.tweaktown.com/gigabyte...hing-post.html, the OP had success when he finally replaced his aftermarket cpu heatsink with the stock Intel heatsink.

I assume that you've closely inspected your motherboard (top and bottom) for signs of physical or electrical damage.

If you're ruled out the power supply, the next thing I'd look at on a board of this age are the capacitors in the VRM section of the motherboard. They're the little beer can shaped devices in the area around the CPU. Look for signs of internal overpressure (bowed out sides and tops...the tops should be flat to slightly concave) or leakage (brown goop or white crystalline "feathers") on the caps. Also look at the power MOSFET transistors for signs of serious overheating (they'll be heavily discolored and have a burned odor when they fail).
